From the creek-bottom flats at 49 feet to the foothills at 712 — and why that spread changes the job.
Clark County looks uniform on a map and is not. Inside a twenty-mile radius the ground runs from 49 feet at Salmon Creek to 712 at Camas, and that spread decides what an excavation job actually involves. On the low flats near the Columbia the water table is the constraint and drainage has to be engineered in because there is no fall to work with. Up in the foothills the water is already moving and the job is to intercept it before it reaches a building. Same county, opposite problems, different equipment days.

One thing worth knowing before you call: whether your property is inside an incorporated city decides who issues your permit. Vancouver, Camas, Washougal, Battle Ground, Ridgefield and La Center run their own counters, and the town of Yacolt runs its own inside town limits. Everywhere else on this page is unincorporated, which means Clark County. Calling the wrong office is the most common way a project loses its first week.
Below about 100 feet the problem is rarely runoff. It is groundwater sitting close to the surface, trenches that want to slump in the wet season, and drainage that has to be built in because there is almost no natural fall to borrow. The first-ring suburbs north and east of Vancouver went in after the Second World War on what had been farmland. That history is the job: the oldest suburban sewer laterals and water services in the county, septic-to-sewer conversions, and buried agricultural remnants that predate every locate record. From roughly 270 to 290 feet the county flattens into plateau and prairie ground carrying most of its recent growth. The work skews toward building pads, subdivision lot grading, and the utility runs that serve them. Above about 380 feet the parcels get large and the questions change. Not where water collects but where it goes once it leaves; not whether a truck can reach the curb but whether it will make it up the drive in February. Plenty of addresses carry a city's mailing name while sitting on unincorporated county land — it is especially common around Yacolt and on the edges of Battle Ground and Vancouver.
