Battle Ground's fast-growth subdivisions sit on former Clark County farmland where old irrigation lines and drain tile still run beneath the surface.
Battle Ground was the fourth-fastest-growing city in Washington between 2000 and 2005, and nearly all of that growth landed on land that had been farmed for decades before the first subdivision plat was recorded. The city covers 8.68 square miles with zero water area — every square mile is land, and much of it was grain, hay, or row-crop ground before it became street grids. That agricultural past left behind physical infrastructure that predates the modern locate system: irrigation mainlines, surface-run aluminum pipe, subsurface drain tile, and occasionally concrete head structures that served a field long since graded away.
These items do not appear on a standard 811 locate ticket because they were never registered as public or franchised utilities. A ticket clears the known record. It does not clear what a farmer buried in 1955 without documentation. The subdivision grew around and over those lines, which means the same corridor that holds your new gas service may also hold a century-old clay drain tile that nobody mapped. That situation is less uncommon in Battle Ground than anywhere else on this site, and it is the reason white-lining and hand-exposing matter more here than the locate ticket alone can account for.
At 285 feet of elevation with SR 502 and SR 503 intersecting at the city center, Battle Ground is a logistics hub for northern Clark County, with a population of 20,743 as of the 2020 Census. The job starts before the trench. RCW 19.122.030 requires the excavation boundary to be marked in white before the 811 notice is submitted, and the crew cannot break ground until the full waiting period — not less than two and not more than ten full business days — has cleared. Trenching cost in residential Clark County work runs roughly $12 to $30 per linear foot for a standard single-service trench, with the lower end representing a short run in soft, clear ground and the upper end covering deep work, rocky material, or a corridor that requires extra hand work around existing utilities. Spoil haul-off adds $60 to $120 per cubic yard when material has to leave the site rather than being used as backfill. Battle Ground issues its own permits through the city building department, separate from Clark County. Because the city incorporated and expanded substantially since 2000, it runs its own permit counter. If your address is inside Battle Ground city limits, grading, trenching, and erosion-control permits come from the city. We verify the right jurisdiction before any paperwork is submitted.
